MIDDLETOWN -- Middletown Police say that the driver of the vehicle that struck and killed a cyclist last month on Purgatory Road won't face criminal charges.
Michael L. Strickland, a Middletown resident was killed when the bicycle he was riding collided with an oncoming car near twilight on March 22.
According to police, following an extensive investigation, they determined that the driver of the car, Portsmouth resident Arthur Chapman, would not be held criminally responsible for the accident.
